31 May 2007 Parking loophole sees drivers escape charges

A loophole in the law has seen drivers in Hampshire escape parking charges, it has been reported.

Some 50 motorists in Winchester have seen their fines overturned due to unclear signage about fines in areas of the town which usually allow for 30 minutes unpaid parking, according to Hampshire Chronicle News.

As a result of the poor communication between officials and drivers, people who were not aware that they had to take a ticket before parking were issued fines up to £60, it added.

The charges - an unwanted addition to car insurance and road tax costs - have since been dropped.

"In any case where they have paid us the money incorrectly, they will have it back," said a council spokeswoman.

She added that high-visibility signage is now on full display in the appropriate places.

A similar incident in Scotland in March saw motorists charged for an extra hour after parking meters failed to recognise the change to British Summer Time.
