08 May 2007 Half of banned young drivers 'could still be on the road'
A rule designed to keep dangerous young drivers off the road may be being ignored by half of the people it is aimed to restrict, it has been reported.The New Drivers Act 1995 revokes the licences of motorists who rack up six penalty points in their first two years of driving, according to This Is London.
Since 1998, 127,579 people have been kept off highways nationwide, while around half (64,078) have actually retaken their test as the law requests, it added.
But it is feared that the remaining drivers are still on the road, unlicenced, resulting in a possible danger to the car insurance policies of other, more responsible, drivers.
"It is unconceivable that they have all given up driving. Clearly the Act is not working," said Elliott Griffiths, national council member of the Magistrates' Association.
Currently, people in the UK can receive a provisional driving licence when they reach 17 years of age.
