05 February 2007 Crime witnesses should 'honk horn' for attention, says minister

 People who witness illegal activity could distract the assailants in a bid to cut down crime, according to a Home Office minister.

Those with car insurance could help victims by honking their horn in order to grab the attention of police or nearby pedestrians.

The Times has reported that the minister for police and security Tony McNulty, told the BBC's Panorama such an act could be effective.

"I would say you know that may well work," he said.

However, the shadow police reform minister Nick Herbert has criticised the comments, suggesting the "hopeless" measure is typical of "the standard Home Office response", the Times added.

Home Office statistics indicate that while there were 1.7 million vehicle-related thefts 2005 to 2006, there has been a 51 per cent drop since 1997.
