Transport minister Gillian Merron has announced revised government proposals which aim to cut road congestion and disruption from street works.The draft regulations advocate improved coordination of street works to minimise build-up and diversions.
Local authorities will be given greater powers to restrict the extent of street works in their area under the Traffic Management Act 2004.
The move gives local authorities the tools to "keep traffic moving", said Ms Merron.
The proposals aim to reduce journey times and environmental impact, as well as helping combat potential road rage outbursts from frustrated drivers.
As transport minister Tony McNulty told Transport for London delegates in 2003: "From the number of letters I get from members of the public, nothing is more irritating than being stuck in a traffic jam next to a long line of road works but with no sign of anyone actually working."
"We can't avoid road and street works", he continued, "But what we can try to do is minimise the disruption they cause".
Its exponents hope this new toolkit will endow local authorities around the country with the capacity to combat driver frustration, prioritizing the needs of road users while maintaining functioning services such as electricity and phone lines.
